PAUL GAINES, SP, specializes in airport economics, business practices, financing, development and organization, and human capital issues. For the TIA Master Plan Update, Paul Gaines is assisting in identifying risks associated with a land-use strategy focusing on asset management.
Paul brings over 44 years of diverse aviation experience. Paul has chaired airport industry associations, served as an airport CEO and consulted to world governments and airport clients. In addition, he previously held the chief executive position at Salt Lake City International Airport and the Houston International Airport for over 22 years.
